HR tech lead generation: who buys HR software, the HR calendar, our nearest data from 38,254 emails to employment brands, and prices.

Short answer: Lead generation for HR tech means booking first meetings between HR software companies (HRIS, payroll, recruiting, learning, engagement, benefits) and the people leaders, HR operations heads and finance directors who buy them. Outbound works when it is timed to the HR calendar and a visible change at the company, and when it names the one process the product fixes. We are paid per qualified meeting that took place. We have no HR tech case study, but one of our largest 2026 campaigns wrote to employment brands, and its numbers are below.

I'm Moe Alhosni and I founded ROI Maximizer. HR buyers are flooded with software pitches that all promise better employee experience. The ones that get replies talk about a specific, unglamorous process: onboarding paperwork, holiday tracking, payroll errors, interview scheduling.

Who buys HR software

RoleCompany sizeWhat they ownWho else they need
CHRO or chief people officer1,000+HR strategy and the HR tech stackFinance, IT, often the CEO
Head of people or HR director100–1,000Most HR purchasesFinance director for budget, IT for integration and security
HR operations or HRIS manager500+Systems, data, integrationsTheir HR leader to approve
Talent acquisition lead200+Recruiting tools, job boards, assessmentsHead of people
Learning and development lead500+Learning platforms, contentHead of people, sometimes department heads
Founder, COO or office managerUnder 100HR as part of a wider jobUsually decides alone

The champion is usually the person doing the manual work today: the HR operations manager reconciling spreadsheets, the recruiter scheduling interviews by email. The approver is the head of people. Finance and IT join before the contract, because HR systems hold personal data and connect to payroll.

Our nearest data: a campaign to employment brands

One of our four 2026 step-data campaigns wrote to US employment and skills-first brands for PR Noir, a US PR agency. These recipients work in hiring and employment, the world HR tech sells into. It was a PR offer, not software, so read it as context, not as an HR tech rate.

Two things stand out. The rate was low, less than half that of our hotel campaigns, so this audience was harder to move with that offer. And it was flat: 0.34% on the first email, 0.28% by the fourth. The fourth email earned nearly what the first did. For an HR tech campaign, that argues for running the full sequence rather than cutting it after two emails.

Published averages for all industries, as of October 2026, run from 0.45% of emails sent (Belkins) to 3.43% (Instantly). Different counting, different numbers.

Compliance

HR software vendors are often asked about data protection in the first meeting, because they will hold employee data. Your own outbound should pass the same test. In the UK, PECR allows email to companies at work addresses; UK GDPR still covers the names on your list, with legitimate interests under Article 6(1)(f) as the usual basis and an absolute right to object under Article 21(3). Germany requires prior consent for email advertising between businesses under UWG section 7. Other countries are covered in is cold email legal. This is general information, not legal advice; check with your compliance team or counsel.

Pricing

Setup is a one-time $1,000–$3,000. Ongoing, either $200–$500 per qualified meeting that took place, or a flat fee of $5,000 a month. No minimum term; a missed meeting costs nothing.

HR tech priced per employee per month needs care. A tool sold to 80-person companies at a few dollars per head may not support a paid meeting at all. One sold to 2,000-person companies usually does. The cost per meeting calculator shows which side of the line you are on. The contract terms are in pay per meeting lead generation pricing.

What we can show

No HR tech case study. The employment-brand campaign above was for PR Noir, whose published result is 27 leads, 10 qualified meetings that took place and a $90K deal in its first 45 days; that result is from its first outbound, and I have no meeting count for the employment-brand segment. Blinkoo, a software company we work with, acquired its biggest customer through our campaigns. That is the nearest software result we have, and it is not HR software.

Frequently asked questions

Who should HR tech companies target?

The person doing the manual process your product replaces, usually an HR operations or HRIS manager, plus the head of people as approver. Under about 100 staff, the founder or COO often decides. Finance and IT join before contracts.

When is the best time to email HR buyers?

Before their busy cycles, not during them. Avoid the weeks of performance and pay reviews. Company triggers such as crossing a headcount threshold, a new head of people or expansion into a new country matter more than the calendar.

What reply rate should an HR tech cold email campaign expect?

We have no HR tech rate. A campaign we ran to US employment brands, for a PR offer, drew 0.32% human replies per email sent, flat across four emails. Published all-industry averages run from 0.45% to 3.43%, counted differently.

How much does HR tech lead generation cost?

We charge $1,000–$3,000 to set up, then $200–$500 per held, qualified meeting, or a $5,000 monthly flat fee. No lock-in, and no fee when a prospect fails to show.

Before you sign with anyone

  1. Set a headcount floor. For most HR tech, the company size decides whether a meeting is worth anything. Write it in, with the roles that count. The full criteria are in what counts as a qualified meeting.
  2. Ask how the agency handles personal data in its own lists. An HR buyer will ask you the same about your product.
  3. Plan around review season. Agree pause dates for the sequence before launch.
