Lead generation for recruitment agencies: reaching hiring managers on live signals, the PECR points, our nearest data, and what it costs.

Short answer: Lead generation for recruitment agencies and staffing firms means winning new client companies, the ones with roles to fill, not finding candidates. Outbound works when it is tied to a live hiring signal and a niche the agency genuinely knows, and when the email offers something a hiring manager can use this week. Our fee is per qualified meeting that went ahead, plus a setup fee. We have not run a campaign for a recruitment agency, and the closest data we have is explained below.

I'm Moe Alhosni, who runs ROI Maximizer. Recruiters are good at outreach to candidates and often surprisingly uncomfortable selling to clients. The two jobs look alike and are not.

Who buys recruitment services

BuyerWhereWhen they buy
Hiring manager (head of engineering, finance director, operations manager)Any company with a hard-to-fill roleWhen a role has been open too long, or a team member has just resigned
Talent acquisition lead or head of peopleCompanies of about 200+ staffWhen internal recruiters cannot cover volume or a specialist niche
Founder or managing directorCompanies under about 50 staffWhen they are hiring the first person in a function
ProcurementLarge employers with a preferred supplier listAt a set review date, often yearly

At large employers, getting on the preferred supplier list is its own sale and is usually run by procurement. Outbound helps you get the conversation that leads to an invitation, but it will not put you on the list. At smaller companies, the hiring manager can simply agree terms.

For temporary staffing in logistics, warehousing, hospitality or healthcare, the buyer is often a site or operations manager, and the need can come up in a week. That is the most time-sensitive buyer on this page.

What works

What does not work

The closest data we have

We have not emailed hiring managers on behalf of a recruiter. The nearest campaign in our 2026 data was for PR Noir, a US PR agency, writing to US employment and skills-first brands, the companies whose business is jobs and hiring. It drew 123 human replies on 38,254 emails sent, 0.32% per email, or 1.1 replies per 100 contacts (cold email reply rates by industry). Those are replies of any sentiment, to a PR offer, not a recruitment one.

One thing from that campaign does carry over. Its reply rate barely moved from the first email to the fourth, from 0.34% to 0.28% per email sent. Follow-ups held their value almost to the end. For recruiters, that argues for a full four-step sequence rather than one email and a phone call.

Published benchmarks for all industries run from 0.45% (Belkins, human replies per email sent) to 3.43% (Instantly, all replies per email sent), as of October 2026.

Compliance

Two points for UK recruiters. First, PECR consent rules for email depend on who you write to: companies and LLPs can be emailed without prior consent, but "Sole traders and some partnerships are treated as individuals", in the words of the ICO's email marketing guidance. Many small clients are sole traders. Second, the personal data in your client list falls under UK GDPR, and the usual basis is legitimate interests under Article 6(1)(f), with an absolute right to object under Article 21(3). One "please stop" and that person is suppressed for good. For the US, Canada and the EU, see is cold email legal. This is general information, not legal advice; check with your compliance team or counsel.

What we charge

Setup is paid once: $1,000 to $3,000. Then you pick per-meeting billing at $200–$500 for each qualified meeting that took place, or a flat $5,000 a month. No minimum term, and no charge if a hiring manager does not show up.

Recruitment fees arrive late. A permanent placement often pays out a month or more after the meeting, and only if the candidate starts. Paying per meeting at least means you are not paying a retainer through months with no meetings at all. Model your fee, fill rate and time to placement in the cost per meeting calculator before you commit to anyone.

What we can show

No recruitment case study. Our published results are PR Noir (27 leads, 10 qualified meetings that took place, a $90K deal in its first 45 days), P1 Communications (20+ qualified meetings, about half moving to commercial talks), Blinkoo in SaaS, StartMeUp.ai and Deus Tech 2.0 in MedTech. A PR agency selling retainers to companies is a services firm winning clients, which is the same shape of problem a recruiter has. It is not proof that we can fill your desk with hiring managers.

Where we are not the right fit

Frequently asked questions

How do recruitment agencies get new clients?

Mostly through existing relationships, candidate referrals and phone business development. Cold email adds a channel that runs on hiring signals and reaches hiring managers who are not answering calls.

Who should a recruitment agency target?

The hiring manager who owns the open role, not HR. At companies under about 50 staff, the founder or managing director. At large employers, talent acquisition leads, with the preferred supplier list as a separate, slower sale.

Does cold email work for staffing agencies?

It can, when every email is tied to a live role or hiring signal and a niche the agency knows. It fails with generic "are you hiring?" messages, unsolicited CVs and stale contact data.

How much does recruitment lead generation cost?

With us, $1,000–$3,000 setup, then $200–$500 per qualified meeting that took place, or $5,000 a month flat. A no-show is free, and you can leave when you want.

Before you sign with anyone

  1. Define a qualified meeting as someone with an open role. Title, company size, sector, and a live vacancy you can fill. The checklist I use is in what counts as a qualified meeting.
  2. Ask how fresh the contact data is. In recruitment, a contact who changed jobs last quarter is a common and expensive miss.
  3. Match the sequence to the job ad. Agree that outreach stops when the role closes, so you do not chase a filled vacancy.
